The strong autumn storms of 1921 and 1922 broke the piers and clogged the mouth of the canal. New dredging works were started in 1929. During the storm of 1924, water carried away several plots from Tuletorni Street, after which the bank of Tõrvala was reinforced and a mole was built into the sea. At the beginning of the mole there was a fire guard or rescue station pier with a rescue boat and lookout cabin. In 1928, the city government sold the dredger Narova and the ferries to the Marine Board.
